The position is assigned in the Mongolia Resident Mission (MNRM) within the East Asia Department (EARD), which is responsible for maintaining relationships and delivering ADB assistance to the developing member countries of Mongolia and the People's Republic of China.

The MNRM provides the primary operational link between ADB and the government, private-sector, civil-society stakeholders, and with other multilateral and bilateral development agencies and other sources of development finance in its activities.

MNRM engages in policy dialogue and acts as a knowledge base on development issues in Mongolia.

Job Purpose

The Associate Project Analyst provides administrative and analytical support to the functions of portfolio management and project administration in general.

The incumbent will report to designated international staff and / or senior national staff.

Responsibilities

Work independently on all or a combination of the following transactions and / or clearly defined areas, depending on the assignment / instructions from supervisor(s) (International Staff and / or senior National Staff) :

  • Prepares and updates individual project records in Oracle based eOperations (eOps) e.g., project description / scope, status of implementation, developments, major problems, actions taken / proposed.
  • Contributes to the preparation of Project Administration Manual and ensures its timely updating, as necessary, during project implementation.
  • Monitors physical progress in assigned projects implementation and analyzes the actual awards and disbursements against the targets, follows up shortfalls and their underlying causes with the executing agencies (EAs), follows up on outstanding obligations of EAs, compiles data and statistics on contract awards and disbursements, drafts various papers (e.
  • g. Procurement Papers for award of contracts) and reports needed for project implementation, ensures and maintains accurate filing of projects documentation in compliance with ADB's filing requirements.

  • Assists in preparations of regular Portfolio Review Meetings, including Quarterly Portfolio Performance Review (QPPR) and annual Country Portfolio Review Mission (CPRM).
  • Participates in various missions, as required, and provides independent support in reconciling project accounts, familiarizing EAs with ADB's loan procedures and complying with loan and grant covenants, assisting EAs where necessary in the preparation of various reports and applications.
  • Assists in processing disbursements for assigned projects by pre-reviewing withdrawal applications for compliance with project and grant agreements, prepares / reviews data input for procurement contract summary sheet (PCSS).
  • Pre-reviews prequalification and bid evaluation reports, submission documents, draft contracts and contract modifications, prepares / reviews data input for the Procurement Review System (PRS).
  • Maintains computer-based information system for project administration matters.
  • When required, assists teams in translations / interpretations, provides backup support for other analysts in exercising administrative coordination and support with oversight from the Supervisor or a more senior team leader, performs any other tasks as reflected in the incumbent's workplan and / or assigned by the Supervisor.

    Relevant Experience & Requirements

  • Bachelor's degree in relevant fields
  • Minimum of 5 years of relevant professional experience
  • Excellent written and verbal communication skills in English is required
  • Proven ability to work independently on assigned transactions, areas of analysis and research, which have well-defined scope and steps
  • Able to conduct cost-benefit analysis to support decision-making
  • Proven ability to handle multiple tasks under tight schedules, strong commitment and accountability
  • Proficient in common word-processing, spreadsheets and other user software required for daily office work
  • Able to provide guidance to other AS staff on assigned area of work
  • Able to liaise and work effectively with government officials within own work location and with colleagues throughout ADB
  • Able to work proactively and collaboratively with all team members, and teams as a constructive team member

    The selected candidate is appointed for an initial term of 3 years.
