Serves as an APAC Senior Compliance Officer within the Global Regulatory Inventory & Regulatory Change Management team for Independent Compliance Risk Management (ICRM) that is responsible for establishing internal strategies, policies, procedures, processes, and programs to prevent violations of law, rule, or regulation and design and deliver a risk management framework that maintains risk levels within the firm's risk appetite and protects Citi.
In addition, engages with regional and country ICRM product and function coverage teams, in order to partner in developing and applying CRM program solutions that meet business and stakeholder needs in a manner consistent with the Citi program framework.
Key Activities include :
Designing, developing, delivering and maintaining best-in-class Compliance, programs, policies and practices for ICRM.
Manage critical priorities for Regulatory Inventory & Change Management as identified by Global Operations and Global Risk and Governance leads and work with Regional and Country ICRM in executing them.
Oversee the execution of Citi’s requirements under the Regulatory Inventory & Change Management process for the APAC franchises across all countries, products, functions and legal entities.
Coordinate with and assist Regional and Country ICRM in working with other lines of defense as needed, to ensure execution is in accordance with the expectations of the Regulatory Inventory & Change Management process.
Advise Regional and Country ICRM, as needed, on established policies and procedures and monitor and assess their adequacy.
Regulatory Inventory & Change Management : Oversee identification by Country ICRM of new and changing regulatory requirements applicable across the region, both from traditional APAC financial services regulatory authorities, and a number of other legislative bodies;
Oversee Country ICRM’s review or conduct of initial materiality assessments on identified regulatory requirements;Ensure that country ICRM communicates with stakeholders across multiple lines of defense to ensure an holistic approach to regulatory implementation;
Work with Country ICRM in raising awareness around both emerging areas of elevated regulatory risk identified by the Regulatory Change Management program, and of the criticality of the program itself;
Support the APAC Regulatory Inventory & Change Management Head and assist in the coordination of regional Regulatory Governance group meetings, including documentation of meeting outputs.
Oversee the execution of the same by Regional and Country ICRM for their respective regulatory and business governance groups.
Oversee the implementation of regulatory controls and processes across the region, and work with Regional and Country ICRM in escalating cases where implementation is challenged, off-track, or likely to lead to non-compliance;
andOversee and monitor updates to the Regulatory Inventory for applicable regulatory requirements, in line with global process standards, working with Country ICRM in ensuring and driving the quality of the content within the Inventory.
Proactively work with Regional and Country ICRM on the ICRM MCA, Policy, Training etc. teams to ensure their requirements are understood and implemented from both a tactical and strategic perspective and that the designed processes continue to work effectively.
Translating ICRM strategy and goals across Citi’s clients, products and geographies in a succinct and clear manner; provide direction and guidance on the programs.
Serves as a subject matter expert on Citi’s Compliance programs.Assist and support the APAC Regulatory Inventory & Change Management Head in furthering the development and evolution of the RICM process and ensure its robust execution within the region;
Assist the APAC Regulatory Inventory & Change Management Head in driving productivity, automation and efficiency initiatives across RICM;
andSupport the APAC Regulatory Inventory & Change Management Head in the Transformation for Regulatory Inventory & Change Management.
Providing oversight and guidance over the assessment of complex issues, structuring potential solutions and driving effective resolution with other stakeholders.
Work with Regional and Country ICRM to ensure continued improvement in the self-identification of issues, and appropriate escalation and monitoring processes to ensure timely and effective remediation to mitigate Compliance Risk related to regulatory changes.
Identifying and assessing Citi’s key compliance risks. Ensuring compliance risks within Citi are effectively identified, measured, monitored, and controlled, consistent with the bank’s risk appetite statement and all policies and processes established within the risk governance framework.
Monitoring adherence to Citi’s Compliance Risk Policies and measuring compliance risk through a robust control framework and ensuring that reviews are conducted consistently across each entity on a regular basis to confirm that controls identified are operating effectively.
Performing complex analyses of comparative data, preparing and presenting regional and global reports related to compliance risk assessments, and monitoring of compliance related issues.
Prepare reports for Regional and Country ICRM on themes and trends emerging with respect to regulatory readiness, as needed : Work with Regional and Country ICRM to ensure that critical information is available to the relevant Boards, Audit Committees, Business Risk & Control Committees (BRCCs) and other governance bodies;
andSupport Regional and Country ICRM in the preparation of quarterly reports, in accordance with the approved global format, and in adherence to all established requirements for the State of Compliance reporting.
Partnering, collaborating and working with other areas within Citi, as necessary.Develop relationships with Regional and Country ICRM and provide support in informing management of significant compliance matters which require their attention or action;
Proactively anticipate and help Country ICRM plan for changes in the compliance and regulatory environment; andWork closely with Country ICRM to identify compliance training needs based on Regulatory Change Management activities.
Support Country ICRM in the development and delivery of role-based training for the Regulatory Inventory & Change Management process across the region.
Keeping abreast of regulatory changes, new regulations and internal policy changes in order to further identify new key risk areas.
Support country ICRM as needed on supervisory exam management matters related to Regulatory Inventory & Change Management;
andSupport regional and country ICRM in regulatory exams and internal audits related to the Regulatory Inventory &Change Management process.
Additional duties as assigned.
Required : Bachelor’s degree; experience in compliance, legal or other control-related function in the financial services firm, regulatory organization, or legal / consulting firm, or a combination thereof
Preferred but not required : Lawyer with financial regulatory experience
Expertise of Compliance laws, rules, regulations, risks and typologies;
Familiarity with laws, rules and regulations, ideally within the financial services industry and strong working knowledge and understanding of the regulatory change management process and effective control environment; and
Good working knowledge of the regulatory landscape across the countries within APAC.
