The Finance Manager is responsible for developing and maintaining finance policies and procedures to properly operate and manage Treasury, Credit and Collection, Payroll, and other units of Finance Department.
He / she conducts proper supervision of his / her staff to ensure each Finance unit is functioning effectively, efficiently and compliant to the established policies and procedures.
He / she maximizes the utilization of financial resources and takes pre-emptive and prudent measures to safeguard financial resources of the company free from errors or fraud.
He / she maintains good contact, relationship and collaboration with all stakeholders i.e. clients, subcontractors, suppliers and service providers, banks and other lending institutions, government agencies, shareholders, top management, heads of operations, support departments and other business partners.
He / she performs her duties with all honesty, transparency, full accountability and responsibility for the best interest of the Company.
Duties and ResponsibilitiesTreasuryMaintains enough liquidity on a short- and long-term basis.Performs cash management and prepares cash flow projection.
Projects cash balances on a daily and monthly basis to determine current and future cash positions.Provides management with prudent recommendations to address concerns on overall company’s liquidityInvests excess funds with universal banks and financial institutions.
Sources fund efficiently through commercial borrowing with lowest interest rate and better terms.Identifies, assesses and mitigates financial risks.
Secures cash, unused and signed checks and unused official receipts in a fireproof safe.Ensures invoices, contracts and other documents are in order, complete and properly approved for payment before checks are prepared.
Ensures checks, telegraphic transfers and other forms for payment are released on due date or as scheduled.Ensures all collections are deposited intact on or the following day of collection.
Establish proper schedule of releasing checks and petty cash payments.Reports daily liquidity position and cash flow projection to management.
Supervises Treasury staff to ensure compliance with Treasury policies and procedures.Credit and CollectionFormulates specific collection objectives and plans.
Ensures clients are properly invoiced on time and invoices are sent through right channel.Reviews accounts receivable aging report.
Ensures due accounts receivables are collected on or before due date.Interacts with clients and people from Operations Department to resolve delinquency and other issues.
Initiates measures to solve delinquency problems and to collect overdue accounts.Maintains good professional relationship with clients.
Reports weekly accounts receivable aging and collection report to management.Supervises Credit and Collection staff to ensure compliance with Credit and Collection policies and procedures.
PayrollEnsures payrolls are distributed completely and accurately as scheduled.Keeps utmost confidentiality of payroll information.
Coordinates with HRD regarding up-to-date of payroll data i.e. basic pay, allowance, tax codes, etc. that are necessary in payroll computation.
Ensures completeness and accuracy of basic work hours and approved overtime works.Ensures payroll system software and hardware including biometric logs are working properly.
Uploads payroll batch for crediting to the bank within reasonable time.Ensures that the bank payroll crediting account is fully funded.
Distributes pay slips on payroll day or the following day with proper confidentiality and accountability.Provides Accounting with payroll summary report (totals only) for cost booking purposes after each payroll processing.
Resolves payroll issues raised by employees promptly.Evaluates and recommends payroll system upgrade and modernization.Supervises staff to ensure compliance with Payroll policies and procedures.
Fund InvestmentAnalyzes available funds investment windows offered by banks and financial institutions and recommends best option to management.
Selects investee banks that meet the company’s investment requirements i.e. short-term vs. long-term investment, capital preservation (risk management), liquidity and yield.
Opens investment account and submits required corporate documents to investee banks.Evaluates investment risks and provide management with specific recommendation.
Provides management with investment report.Credit FacilitiesDetermines Company’s need for working capital funding (short-term) and funding for capital assets (long-term).
Evaluates credit facilities offered by top universal banks.Establishes credit facilities / lines with selected top universal bank after careful evaluation.
Facilitates banks’ documentary requirements.Draws bank loans from best offer among accredited banksStrictly complies with banks’ reporting requirements and other loan covenants.
Maintains good professional relationship with bank contacts.Provides report to management regarding the status of credit facilities.
Business PlanningAssist management in developing, executing, and monitoring the business plan.Assist Accounting Manager in developing, executing and monitoring company budgets.
Other Duties and ResponsibilitiesTrains staff on cross-functional multi-tasking to ensure reliever is available in the absence of the staff handling important functions e.
g. payroll processing, cashiering, billing and collection, bank payment processing, etc.Performs other duties that may be assigned by management.
EducationBachelor of Science in Accountancy or graduate of any business course.Preferably CPA or with MBA degree.Technical SkillsPreferably with at least 2 years managerial work experience in similar company size (or bigger) and position handling treasury, credit and collection, payroll, fund investment, credit facilities, business planning and other finance functions.
